Using traditional win/loss criteria, yes, we won. The enemy (Saddam Hussein and the Ba’athists) have been defeated
and are out of power. The Iraqis are working on a new government, and they have now signed a new Constitution (something that
is unprecedented in the Arab world). We are now fighting a guerilla war against foreign terrorists (which is a separate phase
in the overall War on Terror). Think about it this way: Did we "win" the first Gulf War? Clearly we did. But Saddam was still
in power. That’s right – the objective was to kick Saddam out of Kuwait, and we did it. This time, the goal was
to kick Saddam out of power in Iraq and disarm him. That objective has been met. The fight against terrorists goes on (in
Iraq and around the world). It could well last another decade (maybe even two) just as Bush said after 9/11. Did I lose anybody?
